Run the top 30-40 schools off and then return everyone else to playing NCAA sports again including football. Reduce subsidies across the country (almost impossible due to how many state legislatures are involved) to a reasonable level (few hundred bucks?) and end this farce of playing pro sports that only a few dozen schools can begin to support.
