My wife was born on a Naval base in the Philippines and faced rhe same drama last week for a Real ID. She was stuck in the DMV for 2 hours trying to sort it out. She has her original birth certificate from there with all the seals required but they could not take it because they said they have never seen one like that. WTF! She already has a passport but they would not issue a Real ID.
